Government agencies rely on URS’ emergency management and contingency operations expertise to help identify new and potential vulnerabilities from natural and man-made disasters and terrorist attacks. We assess risks and develop executable plans that can be activated under emergency situations to help protect human life, while minimizing infrastructure damage and economic disruption.

As a major contractor to both the U.S. Federal Emergency Management Agency (FEMA) and the U.S. Department of Homeland Security (DHS), URS has provided services for more than 900 federally declared disasters. Through our work with FEMA, we have demonstrated experience in disaster response planning.

Following disasters, URS provides a wide range of architectural, engineering, environmental, and inspection services to help repair damage and restore normalcy. Within hours of a disaster, we can mobilize a staff to manage and run emergency operations centers. We also assist in policy development, national pilot programs, and best management practices.

For cities, municipalities, and large public institutions, URS performs risk assessments and provides FEMA-regulated hazard-mitigation planning services—integrating technology and sophisticated risk analysis with our engineering, construction and management capabilities. Our expertise encompasses advanced planning, preparation, training, testing, and mitigation measures to help protect the public and secure critical infrastructure and facilities.
